If you notice the login page of GMail, you can find a difference if you remember the old login page. When GMail opened to public, the new GMail sign up option was placed below the login form. But now you can notice that the new sign up option is placed above the login form. You can observe this difference in the image below.
I feel that, Google wants more new sign ups in the coming years to be the No. 1 mail service provider in terms of number of users. Also Google want to reach the message to all the people that, GMail is now open to public.
